As it stands today, you can visit all four Disney World theme parks, some of the Disney World Resort Hotels, and Disney Springs. Most restaurants and shops are now welcoming guests. If summertime works best for your vacation, 2020 is probably the best late summer vacation you could take to visit Walt Disney World. Hotel and resort rates are affordable now, and being off-peak, the parks are not very crowded, reducing waiting times significantly.

While it is probably safer at Walt Disney World than it is at your local Walmart, it is important to acknowledge that no place in close quarters with strangers is entirely safe during this pandemic.
